At a conference held at the Treasury on 13th October 1903, it was agreed, subject to the approval of the Secretaries of State for War and the Colonies, that the exchanges and transfers of land should proceed as already agreed upon by the General Officer Commanding and the Colonial Government, and that the values to be recorded in the Colonial Military Lands Account should be those stated in the schedules accompanying the plans, signed by the Colonial Secretary on the 4th April, 1903, with the following exceptions, reservations, and provisos.

(1) Rifle Ranges.

The new Ranges and Butts provided by and at the expense of the Colonial Government, to be exchanged without record for that portion of the King's Park occupied by the old Military Ranges, it being guaranteed that should the Colonial Government deem it necessary to resume the new Ranges at any time after ten years, they will provide Ranges in lieu, with proper facilities, as may be agreed upon between the General Officer Commanding and the Governor, and so in perpetuity.
